Bio:
A super-secret organization dedicated to controlling the world's exchange of information, the Council maintained a hidden headquarters at the bottom of Lake Michigan near Chicago, from which they launched their various campaigns against the business world. Headed by a mysterious hooded figure known only as the Director, the Council was governed by a scattered collective of high-level businessmen who kept in touch through means of sophisticated communications equipment. Their agents to date have included the mobile robot-manufacturing entity called Matrix-Prime and the superpowerful band of thugs known as the Gang. When it first appeared, the Council intended to accomplish its goals through means of a sophisticated satellite they intended to launch into orbit around the Earth. These plans were thwarted by Supergirl, who invaded the underwater complex and put it out of commission. The Council values secrecy above all else and does all it can to avoid attracting attention to itself.
