Bio:
A "Legion Reject" was a kid whose power and/or temperament were deemed unsuitable for membership in the Legion of Super-Heroes. Applies perhaps most "correctly" to the pre-Zero Hour Legion continuity. While all Substitute Legionnaires are by definition also Rejects, not all Rejects are Subs.
Sometimes, Rejects eventually made it into the Legion after an unsuccessful first attempt. Due to the way that Legionnaires were chosen, usually by pitting two finalists against each other, rejection didn't always mean the applicant wasn't worthy to become a Legionnaire. It may have simply meant they weren't as useful as the other applicant.
This isn't a group so much as it is a classification.
