Bio:
This group was originally to have been comprised of DC's then-recent acquisition of Charlton Comics characters. When DC editors read more deeply into Alan Moore's pitch, they realized that this would make the Charlton characters immediately unusable to them in the regular DCU. Since they had just bought these characters, DC compelled Moore to create brand-new characters, but allowed him to strongly model them on the characters he'd originally wanted. Thus, you'll tend to find that each of the characters in the book has a direct analogue in the Charlton Universe (or, if you prefer, Earth-4).

Note: This group was never called The Watchmen. The closest they had to a team name was during their initial meeting with Captain Metroplis, who called them the Crimebusters
