There have been several incarnations of the Brotherhood of Mutants.
The first incarnation was formed by Havok to expose Dark Beast's genetic experiments. Havok gave everyone the impression that he had given up on Professor X's dream and he reformed the Brotherhood of Mutants (dropping the "Evil") to appear to be a proactive mutant group against humanity. Havok faked an assassination attempt on J. Jonah Jameson which was stopped by the X-Men, and shortly afterwards he recruited Dark Beast and Fatale into the group to keep a closer eye on their activities. After Havok exposed Dark Beast's true motives, he disbanded the Brotherhood and returned to X-Factor.
