The Elemental War

Red Tornado begins to have misgivings about following Naiad's course of action.

Lt. Thaddeus Blackbourne of the Pittsburgh police confronts Mrs. La Grieve and Martin Stein in connection with Simon La Grieve's shooting.

Swamp Thing creates a wall from Tokyo's plant matter to prevent the attacks of Naiad and Red Tornado. Firestorm tells them about his vision of Maya. Swamp Thing and Red Tornado are skeptical of her existence, but Naiad believes that Maya is the voice that called to her as her human form was drowning and decides to call off her attack.

Red Tornado thinks that the destruction of his android body has had a negative impact on his judgment. Firestorm notes his promise to Swamp Thing, who concedes that a temporary body (which would be unstable) would be an acceptable final usage of his power. The new design is slightly different, and Red Tornado seeks out Captain Atom to get a more permanent replacement.
