Synopsis:
The group of rebels returns to Earth to open up negotiations of a cease-fire between their forces and the Earthlings, a proposition which disturbs everyone save for General Togo, who seems to have great plans for the meeting, until a none-to-happy Raisa discovers the relationship between Tetsuya and Kahm and threatens to destroy the negotiations before they've begun.
