Because of the earlier run-in with the Rockmen (in issue #3), Panthro and Lion-O decide it would be wise to build a defensive wall at the edge of the Plain of Fertility. They seem to also have a thing for calling the Rockmen derogatory names like "Pebble Head" and such. At the same time, the Rockmen are suspicious of the 'Cats and a few are out spying on Lion-O and Panthro as they prepare to construct the wall. Some Rockmen view Panthro as a 'defiler' for trespassing in the aforementioned issue, and want some kind of retribution.
Obviously, this situation is ripe for misunderstandings and rash tempers to triumph over reason. And indeed it starts heading that way as soon as Lion-O and Panthro accidentally knock a portion of the wall they were building down onto the spying Rockmen, injuring their King's son, Pek. Outraged by what the King is told was deliberate wounding of his son, he orders his people to attack the ThunderCats. One such attack was an ambush on a bathing Cheetara. These attacks culminate in Snarf getting seriously wounded. Angered by Snarf's condition, Lion-O sets off to confront the Rockmen. The situation deteriates even farther, with neither leader listening to reason due to pride. Then, Lion-O pretty much loses it and attacks the Rockmen's King with his heart full of rage and a lust for vengence. It's only until Snarf, stumbling from his sick bed and reaching the scene in time, calls out that Lion-O snaps out of it and both leaders finally see where they have misunderstood the others' intentions.
