S.H.I.E.L.D. sends Captain America into Providence to talk to him about the Cone of Silence forcefield before they're forced to nuke him. He works his way in as a normal immigrant, slowly working his way up the ladder. Eventually, Cap starts to lose sight of his mission and enjoys life in the nation. Cable, however, is completely aware of his prescense and decides to fight Cap. Eventually, Captain America realizes that Cable never wanted to isolate Providence, he just wanted to reverse engineer the technology to get his powers back. Cable shows him the story of his life and how people died to uphold the ideal that he stands for. The two stop fighting and talk, eventually culminating in Cable bribing Captain America into not stopping his vision as Nick Fury would have him do by telling him where the Thunderbolts' surveillance systems are hidden in Stark Tower. Cap stays to finish the mural he was working on as a civilian.
