As the number of inmates rises at Blackgate Prison, so do the tensions and tempers within the walls.
As news spreads that convicts will be tripled up, a riot breaks out. Dick comes to the rescue and
takes out the leader of the riot, thus dispersing the prisoners and helping to ease tensions. But the
tensions between convicts and the guards are not the only tensions, tensions between Batman and
Commissioner Gordon rise, as Gordon doesn’t believe he can trust Batman and takes out his tension
on those around him. In the meantime, a mysterious group known as “Troika” approaches Waynetech
with a threat thinly disguised as an offer, an offer which Lucious Fox must refuse.
