Across Gotham, drug users are suddenly dying due to a corrupted shipment of heroin. Behind the bad heroin is the Ventriloquist and Scarface, who are attempting to regain their territory. Tim and Dick stake out the deadly duo, only to find a set-up and a mob hit between rival gangs. Finally able to track the Ventriloquist down, he is captured as Scarface is allowed to go free. Meanwhile, Harvey Dent is mistakenly released from prison due to confusion between identities of two inmates. With his new-found freedom, Harvey Dent decides to bring anarchy to Gotham City!
