Synopsis:
When Cliff Steele confronts Niles Caulder, The Chief, standing, admits to having shot Joshua Clay dead and reveals that he caused the accidents that led to the Doom Patrol, including Celsius (with whom he admits going through a sham wedding ceremony for her protection in her culture).
The Candlemaker reveals himself to Dorothy, briefly bringing Joshua back to life only to completely destroy his remains. The Chief, exposing an probing Cliff's brain, tells Cliff that he had to kill Joshua because he was asking too many questions about his work with artificial intelligence. He admits to being mistaken, since he shot Joshua when he was trying to help Dorothy, but sees know point in restoring Joshua's life, even though he can.
Musing on his identification with Victor Frankenstein rather than his creation, he reveals an artificial life form of his creation, and that he had attempted to make Larry and Rita just like Cliff, but the catastrophes varied them enough to make them worthy of study as is. He also said he could have saved them all from the bomb that killed Rita, but wanted to see what the catastrophe would do to the team.
Dr. Caulder's artificial being tears off Caulder's head. The Candlemaker appears to gloat, then rips out Cliff Steele's brain and crushes it under foot.
