Synopsis:
While on a rampage looking for fuel, Megatron overexerts himself and shuts down due to lack of energy. Seeing this as their opportunity to act, the I.I.I. (Intelligence and Information Institute) captures Megatron and decides to mount a public anti-robot campaign against Autobot and Decepticon alike.
Caught in the middle of all this is mild-mannered comic creator Donny Finkleberg, brains behind the newly-cancelled "Robot Master" comic book. Approached by I.I.I. to play the role of the real-life "Robot Master," Finkleberg accepts and begins to broadcast claims that he controls every Transformer on the planet.
The plan nearly goes awry when the Decepticons find Megatron and refuel him, but Finkleberg manages to convince Megatron that they can continue the charade and make the Autobots out to be the enemies of humanity, though he is skating on very thin ice as far as Megatron is concerned...
