Courtney Whitmore and her mother have moved to a new home with her new father, Pat Dugan and she's none too happy about the change. In her first day at school, she manages to get in a fight, find out that people are going missing from school, make an enemy out of both a popular girl and the principal and miss the bus. Things aren't going too well in her new Blue Valley home. Back at home, Courtney goes through a box of Pat's stuff, managing to stumble across a costume and news article about the Star-Spangled Kid and Stripesy. She turns the costume into something more fitting for her and hits the dance, much to the chagrin of Pat.
At the dance, two men wearing shirts with snakes on the burst through the floor, after Courtney takes down one, Pat bursts through the wall in robot armor. After knocking out the initial two, Courtney and S.T.R.I.P.E. start to leave for home, but are ambushed by even more of the snake-ninjas. And, to make things worse Stars' belt is out of juice.
