With the Outsiders having fallen apart, Batgirl takes it upon herself to set things right in Gotham as she seeks out Batman. It turns out that several of Gotham’s infamous rogues also have a problem with Gotham – Intergang. Killer Croc, Mr. Freeze, and Man-Bat beat up on some Intergang members, and Batgirl enlists the help of Dr. Kirk Langstrom. Vigilante decides to take things into his own hands as well, and blows his way into an Intergang social club. Having no problem with simply blasting people, he is forced out of the club by Spoiler and Batgirl, stating that although Batman may be gone, his methods must not be. Finally, Batgirl devises a plan to “replace” Batman by establishing a network of people with respective talents that would mimic his abilities. Unfortunately, Nightwing is left off her list, and he is not happy about that…
