The Flash (Wally West) has been out of communication for some time. Batman sends Wonder Woman and Superman to find him, while he sends others to France to arrest Bruce Wayne.
It's easy enough to see the Flash is not Wally West, and it is soon discovered Wayne is not really Wayne. A fierce battle ensues.
The new Flash reveals his ID only to Superman, who vouches for him.
