Synopsis:
On his way to a meeting with the President of the United States, Firestorm is attacked by Captain Atom. Their fight rages through New York City (including a jaunt through DC Headquarters) before Captain Atom is thrown from Firestorm's trail. Firestorm is then declared an enemy of the state.
