Control of Johnny Thunder's Thunderbolt falls into the hands of his no-goodnik Earth-1 counterpart. The bad JT uses the genie's magic to replace the JLA with a Lawless League made up of his cohorts.

The JSA, looking into the disappearance of their comrade, Johnny Thunder, travels to Earth-1 and confronts the Lawless League.
