Hector Hammond is a con man who gets a hold of an "evolution meteor". He uses it on some scientists to super-evolve their brains and enslave them, so he can benefit from their inventions. He ends up getting a hold of GL's power ring and posing as him, before the real GL escapes, defeats him, and sends him to jail.
