The Top can spin at super speeds, fly, drill his way through walls and deflect bullets with his abilities when he crosses his wrists. He can also conduct electricity.

Wanted to find a formula to nurish the human body with electrical currents instead of food. Suddenly a bolt of lightning hit the castle where Bravelle was working at, and he became the Human Top!

The original Marvel/Timely Comics character named the Human Top. A 2nd Human Top (David Mitchell) is retconned into Marvel's Golden Age, so which is the first to carry the name in the Marvel Universe timeline is unsure, but they both were active heroes during Marvel's Golden Age. Although in Bravelle's appearances, the strip name given to him is Human Top, but in the story itself, he is referred to as just The Top. While in all of Mitchell's apprearances he is called Human Top. So technically we could say that Mitchell was the Human Top & Bravelle was simply The Top.
