Powers:
None. However, OverLord's armor made him invulnerable to harm, providing him with a powerful force-field which can deflect most any attack. The actual armor was made up of dense metal that was almost impossible to breach and could withstand Dragon's punches with no problem, giving an indication of it's durability. The armor also projected intense energy beams and allowed Seghetti to fly for an unknown length of time.

Weaknesses:
Getting shot in the mouth.

Bio:
The city of Chicago has long been renowned for its organized crime, most famously during the infamous reign of Al Capone. The mobs and gangsters managed to retain power for decades but the growing superhuman population threatened their rule by the early 1990s. Mafia crimelord, Antonio Seghetti, saw this growing menace and acted on it. He had his second-in-command, Sebastian Khan, exercise his technological expertise to try and come up with an answer to the freaks.
The mob had a healthy relationship with the small country of Lieberheim. Its ruthless dictator, Dread Knight, was given a prototype suit of armor to increase his influence of power, as well as a legion of android soldiers, the Dreadheads.

With the success of the original armor, Khan improved upon his own designs and created the nigh-invulnerable armor that would allow Seghetti to assume the role of OverLord. In this new role, the crimelord was forced to remain within his suit or face certain death from the freaks he has subdued and recruited into his new organization, the Vicious Circle.

OverLord soon spent less and less time with his Mafia associates while maitaining his new persona twenty-four hours a day. Khan was abandoned and left the mob to pursue other plans, and gain his own superhuman abilities, while OverLord continued to consolidate power in Chicago.

The arrival of the Dragon and his induction into the police force was the first and only real threat the Vicious Circle had experienced. He swiftly apprehended numerous members of the organization and sent them to Stronghold Prison. Unfortunately for the Dragon, the Vicious Circle had hundreds of superpowered members and he couldn't hope to capture them all. He needed to destroy the group by taking out the leader.

Sebastian Khan's new alter ego of CyberFace was preparing to bring down OverLord himself. The resulting war between OverLord and CyberFace's Annihilators would likely claim innocent lives. The Chicago police department sent Freak Force to bring down the rebel group. The Annihilators were all lost in a teleporting accident but CyberFace was arrested so that he could give evidence against his old boss.

OverLord ordered his Vicious Circle operatives to ensure that he could not be arrested by making sure the one man who could identify him for a warrant was dead. CyberFace was killed by poisoned food but the body was not disposed of properly and the police sent the dead man to the government's Project: Born Again. Meanwhile, Dragon attempted to arrest OverLord, who thoroughly defeated his nemesis.

Once revived, CyberFace wandered the country and OverLord was left facing constant struggle for leadership. KillZone was killed for not being able to find the missing villain and a freak named FirePower attempted to kill OverLord so that someone else may lead. Ultimately, CyberFace was arrested once more and agreed to testify. A group of deadly freaks were dispatched to the police station to kill the prisoner for good but were defeated by Dragon, Rapture and surviving police officers. Dragon immediately set off to take out OverLord for good and used a device created by CyberFace to disable much of the armor's weapons systems. Dragon then fired a single bullet at the exposed mouth of his enemy and killed him.
