Wears the Special Tactics Robotic Integrated Power Enhancer (STRIPE) suit of armor which was built from the Star Rocket Racer and the discarded body of Robotman (01).

Dugan had gotten married (for the second time) and settled in Blue Valley. His stepdaughter, Courtney Whitmore, discovered a box with the original Cosmic Converter belt and became the second Star-Spangled Kid. This led Dugan to develop a robotic suit of power armor and assume the identity of S.T.R.I.P.E. so as to accompany and protect Courtney.
