Powers:
As head of the Japanese Self Defense Force (JSDF), Togo is a very prominant member of the Japanese government. But this is nowhere near the height of his power: Togo himself is the leader of a Shadow Cabinet, a secret group of hand-picked individuals from around the world who control government affairs and who will take over control of the Earth should such an emergency ever arise. It could be said that Togo is the most powerful human on the planet, and there is little that is beyond his grasp.

A master strategist who uses politicians all over the globe like pawns in a grand game of Stratego, Togo not only routinely has his opponents outguessed, but his allies as well. Keeping everyone around him off-balance forces them to react to his maneuvers instead of preempting them, enabling him to keep the power he has gained thus far.

Weaknesses:
Togo's fatal flaw is his arrogance. He's like the chess player who has planned ahead by sixteen moves, only to miss a critical maneuver made by an opponent because it seemed to be so trivial at the outset. While he can smooth-talk with the best of them, Togo considered himself, in essence, immortal and has no contingency plans should one of his operations fail drastically.

Bio:
Ruthless. Ambitious. Cold-hearted. Calculating. These are words that describe General Togo adequately, and yet they do little more than scratch the surface. Togo is a consumate bureaucrat, politician and strategist: he has worked his way up to the top of the power ladder, and he has no interest at all in letting anyone else, human or alien, undermine or overrule his authority.

For years, Togo was forced to operate in secret as the head of a Shadow Cabinet that pulled the strings in world affairs. The alien invasion of Japan brought him and the rest of his group into the light, and it is now they, under the direction and guidance of Great Leader Neo, who have prepared for the day when the Santovasku would come knocking at Earth's doors.

Togo is a sociopath of the highest order: he holds life in no particular regard, and would order the deaths of any person or group that would stand in his way of controlling what's going on in the world. He has no emotional ties to those who befriend him, using them as long as he can get away with it before casting them aside like yesterday's refuse.

It is alarming, perhaps, that he is the most powerful man on the planet Earth. But at the same time, a man not so unencumbered by emotions could not make the snap judgements Togo is forced to make and it is impossible to say whether the Earth would be better or worse off without him at the top.
