Powers:
Bad Samaritan was an excellent and ruthless combatant, as well as a master spy. He was extremely intelligent and resourceful, which enabled him to survive so long in his dangerous profession. He was a master of disguise, but his eyes are sensitive to bright light, so he always had to wear dark glasses or smoked contact lenses.

Bio:
Nothing is known about the early life of the Bad Samaritan. Samaritan is an infamous terrorist who hires out his services, and although they deny it, most of the major worlds governments have employed him at one time or another. Bad Samaritan ran afoul of the Outsiders II and the Force of July while working for the Soviet Union. He escaped both teams, uncovered the source of Force of July's powers, and sold that information to Mikhail Gorbachev so he could create Soviet superhumans.
