Powers:
Brilliant scientist, no super-human powers

Bio:
In the 1930's, Napier found a mathematical formula which allowed him to predict future events. Foreseeing the devastation of World War II, Napier gathered other brilliant minds of the world to construct a device and a flying ship which would force the nations of the world to cease war, through the power of their combined mental power.
However, their plans were hijacked at the beginning of the war by Dr. Anton Hastor who planned to use this power to conquer the world for himself. Hastor was defeated by Hawkman and the other members of the All-Star Squadron, and Napier and the other surviving scientists were freed.

Later, in 1950, Napier fell under the mental control of an alien helmet and tried to conquer the solar system; the Justice Society thwarted his plans and freed his mind.
