Another original Marvel/Timely character (Bruce Bravelle) exists with the same alias, so which is the first to carry the name in the Marvel Universe timeline is unsure, but they both were active heroes during Marvel's Golden Age. Although in Bravelle's appearances, the strip name given to him is Human Top, but in the story itself, he is referred to as just The Top. While in all of Mitchell's apprearances he is called Human Top. So technically we could say that Mitchell was the Human Top & Bravelle was simply The Top.
