Duke Durbano was a private investigator who was looking into the death of his close friend Matt Carter. While looking into Carter's death, Duke and Carter's wife Kim, fell in love.
The only lead Durbano had to go on was the suspicion's of Kim. That while on a police investigation, Matt was onto something big involving businessman Bones Bullinger.
This turned out to be true. While investigating Bullinger, Matt came very close to exposing some of his shadier deals. Bullinger impersonated The Headless Horseman in order to force Matt of the road, killing him.
While at Kim's house one night, he prevented an attempt by Bullinger's men to kill Kim. He followed Bullinger's men and a shoot-out occured during the high speed chase and Durbano suffered a flesh wound to his head. Durbano's car went over the edge of a cliff, but he was able to escape just in time and find safetly on a small ledge just below the top of the cliff.
As he was pulling himself back-up over the edge, The Headless Horseman (who was actually Bullinger in costume) attacked the three hitmen, causing the dirver to go out of control and slam into the side of the cliff. The car exploded and all three men were killed.
Durbano got to the top of the cliff in time to see The Headless Horseman. He was unaware that it was actually Bullinger dressed as The Horseman. Bullinger had planned to kill Kim Carter, Matt's wife, Duke and the three hired killers so there would be no trail to lead to him. Bullinger, dressed as The Horseman attacked Durbano and he blacked out, waking up later in the hospital with Kim by his side.
At first, Durbano was sure that he had seen the real Headless Horseman, then he figured that Bullinger must be impersonating the Horseman. Leaving the hospital, Durbano went to Bullinger's office to find his Horseman suit. He was successful, he found a Headless Horseman suit behind a panel in Bullinger's office.
Durbano left the office and headed back to Kim's house to call the local police. He had to pass through the town of Sleepy Hollow to get to the house, he paused for a moment, thinking maybe he should skip it, but changed his mind.
As he drove through, his car sputtered and died, and behind him appeared The Headless Horseman. Durbano was completely confused, wondering how Bullinger could've gotten there so fast by horse.
Durbano was able to get his car started and took off for the bridge up ahead. He planned to crowd Bullinger off the bride. As they hit the bride, The Horseman threw his flaming skull at Durbano just as he was able to crowd him off the bridge. Durbano's car however, went into the river all the same.
He was able to escape, and when the police showed up, he told them all about Bullinger and The Horseman costume. The police doubted Durbano's story that Bullinger was impersonating The Headless Horseman, as they found Bullinger's body behind his office hours before. He had died of a sudden heart attack with a look of terror upon his face.
It's widely assumed that the actual Horseman who attacked Durbano on the bridge, also paid a visit to Bullinger, and either had the power to scare him to death, or by lucky coincidence, just happened to cause the heart attack of Bullinger. Why the Horseman attacked Durbano is unclear, it could possibly be he was in Sleepy Hollow, and that's simply what The Horseman does.
