Powers:
Normal human being, but possessed a serpent staff that could fire energy bolts, along with other sophisticated weapony.

Bio:
A high official from an unnamed foreign country (later claimed to be China), General Chen started the Sons of the Serpent, a racist organization, to destabilize the United States.

Concealing his identity, he had the Sons attack him during a visit to the US; following this, he captured Captain America, and had a group member pose as Cap, and make public proclamations in favor of their agenda, all in attempt to discredit both America and the Avengers, and sow dissension. He was eventually exposed after a battle with the Avengers.

Notes:
Although founded by a foreign national, the Sons of the Serpent would continue in future years to spread their intolerant white-supremacist philosophy, even after Chen was unmasked.
